三、本项目建议书征询文件“第二章 咨询顾问须知及资料表”中“17.4”款，修改如下：
咨询顾问必须递交：
(a)技术建议书：一份英文技术建议书正本和四份英文技术建议书副本以及一份电子版（U盘），并附中文技术建议书五份副本；
(b)财务建议书：一份英文财务建议书正本和四份英文财务建议书副本以及一份电子版（U盘），并附中文财务建议书五份副本。
技术建议书的电子版不应包含任何财务建议书的信息。
3.Requirements in"17.4" under Section 2 Instructions to Consultants and Data Sheet are added as follows:
The Consultant must submit:
(a) Technical Proposal: one (1) original and four (4) copiesof English Technical Proposal, one (1) soft copy (U flash drive)and five (5) copies of Chinese Technical Proposal;
(b) Financial Proposal: one (1) original and four (4) copies of English Financial Proposal, one (1) soft copy (U flash drive) and five (5) copies of Chinese Financial Proposal.
The soft copy of Technical Proposal shall not include any information of Financial Proposal.
