} .ann-index-block > p * { font-weight: normal; } 为便于供应商及时了解政府采购信息，根据《财政部关于开展政府采购意向公开工作的通知》（财库〔2020〕10号）等有关规定，现将温州市市政管理中心2025年3月至4月采购意向公开如下： 采购单位 温州市市政管理中心 采购项目名称 市本级路灯专变维护（2025.6-2027.5） 预算金额（元） 1600000.00 是否面向中小企业 面向中小企业 落实政府采购政策功能情况 落实政府采购相关政策 预计采购时间 2025年04月 采购需求概况 标的名称：市本级路灯专变维护（2025.6-2027.5）数量/单位：258台预算金额（元）：1600000.00 采购目录：C13020000市政公用设施管理服务 需实现的主要功能或者目标：本项目目标是对中心管辖的258台市本级路灯专变及其附属设施的维修和养护与路灯专变正常维修养护范围外的维修安装。本项目是温州市市政管理中心为确保市本级路灯专变设施及其附属正常运行，以满足城市路灯正常亮灯的需要，服务期为2025年6月1日-2027年5月31日。 主要实现的目标如下：1、日常维护1.1、确保专变运行正常，运行参数符合铭牌要求。1.2、专变运行时油温不超过85℃、油位在规定监视线以内。 1.3、专变运行声音正常、各仪表、指示灯显示正常。 1.4、变压器油的各项指标合格。 1.5、主体完整清洁、零附件齐全、技术性能良好，绝缘性能良。1.6、外壳上的铭牌完整、字迹清晰。1.7、继电器、温度计、吸湿器、油位计、冷却系统、接地线等要保证性能功能良好。1.8、外观整洁、瓷件完整、箱体无渗漏油现象，一二次附属设备动作灵活、保护装置齐全、可靠。1.9、1个月内巡视不少于一次，做好专变巡视记录，内容不限于周边是否有树木或其它物体影响专变安全运行、运行时声音是否正常、各仪表、指示灯显示是否正常，变压器油的各项指标是否合格，变压器干燥剂呼吸器内的干燥剂是否已吸潮至饱和状态等，基础是否破损或沉降，护栏是否破损，高压电缆是否存在故障。1.10、每年对养护范围内的路灯专变进行预防试验抽检率不少于5%。1.11、对所有的路灯专变进行摸底，建立档案，并且利用GPS定位进行归档。1.12、修复破损的专变基础与护栏。1.13、每季度定期对变压器、高压配电房进行清洁、除尘、专变内底板维修更换及封堵。 1.14、设置于高压配电房内的变压器，日常维养费用包含配套馈线柜的维修及养护。2、其他要求2.1、中标供应商根据采购人要求安排一位现场联络员与一台车辆，该现场联络员需每周在采购人处驻点2天，负责协助办理部分电力相关手续。2.2、路灯专变维护所需的一切器材、耗材等均由中标供应商提供，其技术性能指标、规格、质量与原先的一致或相近（经采购人同意调整的除外），且符合有关最新国家标准或行业、部门标准，必须是新品。2.3、当月巡查结果与整改建议需形成专变设施月度总结报告，于每月月末召开定期例会上进行汇报。 需满足的质量、服务、安全、时限等要求：1.严格遵守《城市道路照明设计标准》（CJJ45-2015）、《城镇道路照明工程施工及验收规程》（CJJ89-2012）、《电力工程电缆设计标准》（GB50217-2018）、《交流电气装置的接地设计规范》（GB/T 50065-2011）、《高压/低压预装式变电站》（GB 17467-2010）、《供配电系统设计规范》（GB50052）等相关法律、法规、行业标准；1、路灯专变烧毁或重大故障24小时内完成修复或临时处置，确保路灯正常供电。2、一般的元器件损坏，调换时间在6小时内完成。3、完成本项目所需的一切电力相关手续，包含停送电、电表过户、电表收费类型变更等等，专变烧毁或重大故障需在24小时内完成相关电力手续。4、完成本项目内电力要求的所有实验及其他内容。；（1）中标供应商应高度重视安全生产工作，建立健全安全生产责任制、施工组织设计及专项施工方案、安全技术交底、安全检查、安全教育、应急救援等一系列安全管理工作机制。应组织以安全法律法规、企业安全制度、施工现场安全管理规定及各工种安全技术操作规程为主要内容的三级安全教育培训和考核。（2）对危险性较大的养护施工作业，应编制专项施工方案，制定相应的施工工艺技术和安全技术措施，确保各项安全措施落实到位；服务期2年（2025年6月1日-2027年5月31日），合同一年一签，以合同签订时间为准。 联系人 何珊珊 联系电话 0577-88371692 备注 / 温州市市政管理中心 2025年03月18日 本次公开的采购意向是本单位政府采购工作的初步安排，具体采购项目情况以相关采购公告和采购文件为准。 "
