1.招标条件
本项目廿三里街道开元北街(商城大道—银海路)、义乌市武岩路（通宝路——商城大道）照明工程灯具采购项目（重新招标）已批准建设。招标人为义乌市输变电工程有限公司承装分公司，建设资金来自自筹。项目已具备招标条件，现对该项目进行公开招标。
2.项目概况与招标范围:
廿三里街道开元北街(商城大道—银海路)灯具采购，预算金额为45.6万元；义乌市武岩路（通宝路——商城大道）照明工程采购，预算金额为90万元；总预算135.6万元。
2.1标段划分：一个标段。
2.2招标范围：中标单位须按本招标文件的要求完成产品的设计、制造、运输、装卸、路灯现场安装指导及售后服务等工作，路灯安装工作由招标人负责。具体招标内容、规格型号、数量及技术要求详见招标文件第五章《招标内容及技术要求标准》。
3.投标人参加投标条件
3.1在中华人民共和国境内注册，具有独立法人资格，有能力生产制造上述所有货物的生产厂家。
3.2投标人无以下不良行为：①被义乌市市级行政主管部门、执法监督部门、招投标监管部门处理（或处罚，以下简称处理）而处于暂停投标资格期的，或处于暂停承接业务资格期的，或被义乌市建设局列为限制市场准入的，或被义乌市建设局列入严重失信黑名单的或被清退出义乌市建筑市场期间的；②被浙江省省级行政主管部门下文处理而处于暂停投标资格期的、暂停承接业务资格期的或被清退出建筑市场的；或被浙江省建设厅列入严重失信黑名单的。③被国家级行政主管部门下文处理而处于暂停投标资格期的、暂停承接业务资格期的；或被建设部列入失信黑名单的。
3.3本项目不接受联合体投标；
3.4信誉要求：投标人及其法定代表人自2017年1月1日起到中标候选人公示结束无行贿犯罪记录。
4.招标文件获取
4.1凡有意参加投标者，请于2020年11月11日至2020年11月13日（法定公休日、法定节假日除外），每日上午8∶30—11∶30时、下午13:30～16∶30（北京时间，下同），持申请文件一份到义乌市春晗路111号四楼406室报名申请。招标文件也可在义乌市公共资源交易服务平台公告附件中下载。 （如果对公告时间有疑问的，请于2020年11月13号17:00前与代理机构反馈，否则视为无疑问。）
报名申请文件包括内容（须按顺序装订成册，复印件加盖单位公章，原件在核查后当场退还）：

4.2 报名及招标文件等费用300元；费用交纳后不予退还，投标人请在交纳费用前慎重考虑相关风险。

5.1投标文件递交的截止时间（投标截止时间，下同）：2020年11月15日18时00分，地点：义乌市北苑路133号3楼会议室。
5.2逾期送达的或招标文件规定的其它情形的投标文件，招标人不予受理。
