Assignment Title: Studies on TOD-based Improvement of Built Rail Stations

Reference No.:    GENB-3             

The Government of Ningbo has received a sub-grant from the Global Environment Facility (GEF) through the World Bank toward the cost of the Sustainable Cities Integrated Approach Pilot Project, and intends to apply part of the proceeds for the abovementioned consulting services.

The consulting services (“the Services”) include:(a) through comparisons of the planning objectives of the operated lines with their operating indicators to conduct benchmarking analysis and evaluation on the operated rail transit lines;(b) the land use circle level development patterns shall be proposed of directly attracting ranges (500 m) for the stations by category and recommendations shall be raised for land use adjustment &public transportation network improvement;(c) three stations built and/or under construction in Ningbo shall be selected for comparisons and justifications, and implementation plans prepared for the TOD-based improvements of typical station areas;(d) according to the TOD-based planning and design, one key implementation area shall be selected to carry out PPP structural design, value-for-money demonstration, financial modelling and other contents related to PPP as well as project operation mode arrangements;(e) through this task, the TOD technical guideline documents shall be developed.

The Ningbo Leading Group’s Office for the World Bank Financed Urban Project now invites eligible consulting firms (“Consultants”) to express their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: In the past five years the Consultant or joint venture shall have the experiences in the planning & design and implementation of TOD-based planning for rail transit station areas, having the experiences in at least two projects. Interested Consultants must provide information (brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills of their staff, etc.), indicating that they are qualified to perform the services.

The estimated duration of the assignment is about 20 months.

Interested Consultants should drawn attention to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers,January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest: 

Consultants may associate with other firms in the form of a joint venture or a subcontract to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in the Consultant Guidelines.
